Summary
Nowadays it can be observed that factors related to Cultural Heritage issues and the volatility of current concepts about development put at risk the integrity of listed sites, and of those inscribed as World Heritage Sites by the United Nations Scientific and Cultural Organization (UNESCO), as well as the processes that touch on development without Brasília being disconfigured. One of the points to understand is the fact that the Urban Complex of Brasília (CUB), inscribed as a World Heritage Site by UNESCO in 1987, has been suffering serious risks regarding its maintenance, especially due to the lack of knowledge and awareness about the patrimonial charters, conventions and possible protection legislation, on the part of legislators and also of the population. Due to these aggravating factors, it is possible to observe two important points that may mischaracterize concepts inherent to the site, disregarding the scales present in its listing, and its attributes.The first factor is the disregard of the whole as a landscape, and the second factor is the difficulty in understanding, both by managers and by the population, about the signs and meanings that make up this landscape, these being the attributes that make the capital of Brazil a unique city in the world. It should be noted that in recent years the Convention on the World Cultural and Natural Heritage (adopted in 1972 by UNESCO), to which we are signatories, has been disregarded, as well as the issues related to conservation presented to the World Heritage Center (WHC) from 2009 onwards, in addition to the disregard of the Venice Charter itself (1964), in which a series of questions would allow the understanding of the preservation of the property in question. This work presents the continued impacts on Brasilia, generating a historical mapping dated between 1960 and the present day, realizing that the relevance of the understanding of the Venice Charter in the context of the temporal continuity of the city's development was disregarded, where the focus on cultural and natural heritage was ignored, especially when observing that the territory is currently the third largest metropolitan region in Brazil, and that due to this, we suffer human and environmental impacts, generating conflicts over the understanding of criteria, values and attributes in the context of cultural heritage, affecting the good and the recognition of signs and meanings in the landscape.
