Summary
The Venice Charter laid the foundation for today's concept of world cultural heritage conservation. A value-oriented system of evaluation and conservation of World Cultural Heritage cannot be separated from the subjective perception of objective material remains. The concept of Attributes in the context of WH is an important medium for linking the tangible/intangible existence and the value. The emergence of this concept realises the connection between properties and values, promotes people's understanding of the WH, enables the conservation of the heritage to be targeted, and serves as a link to balance the objective existence and the subjective value to a certain extent. This paper argues that attributes should include two levels of content, namely ontological identity or/and structure, and the process of shaping and influencing its ontological identity. Accurate identification and understanding of attributes need to take into account the human and historical context of the heritage site. For example, the traditional concept of "feng shui", which combines architecture and environment in the "Ming and Qing royal tombs" in China, is expressed in the attributes formed by the interaction of heritage, context and traditional culture. The recognition of advanced attributes enables the conservation of all heritage elements as a whole, not only the buildings and their settings in the cultural landscape’s perspective. The attributes of the cultural routes are richer, as the study of the series composition, authenticity and context of the three cultural routes WH: Qhapaq Ñan Andean Road System, Camino Real de Tierra Adentro and Quebrada de Humahuaca, shows that the components of the series have the their basic and cluster attributes. Those attributes laid the foundation for the formation of cultural values/OUVs, and determine the multiple serial characteristics. To obtain the attributes of the Camino Real de Tierra Adentro requires to classify the components into four types: infrastructure, product, outcome and setting, which illustrates the interaction of the different types in terms of respective geographic areas connected to the route and the various stages of development that have taken place over time, and furthermore illustrates the reciprocal bonding and dynamic evolution of the route with the town, and within the towns themselves. The most distinctive feature of cultural routes, compared to other WH categories, is linking the value to cultural phenomena, which is the deeper expression of the "existence" of heritage and can be considered as the most important attributes of cultural routes. In terms of the current evolution of WH, cultural landscapes and/or cultural routes are becoming the dominant type of nomination, with a trend of expansion of the scale and composition of serial properties. The expanding have brought challenges to the implementation of the Convention and the OG. A comparative analysis of the attributes from the perspective of authenticity demonstrates the weighting of the components, provide important reference to cope with disasters/damages, to maximise the sustainability of the OUVs. The attributes of WH properties should be regarded as key heritage elements, an important complement to the spirit of the Venice Charter.
