Summary
The housing deficit is a global problem that affects both developing and developed countries. With more than 8 billion people in the world, providing decent housing for everyone is a huge challenge. Alternative solutions are needed that not only meet housing demand, but also preserve historical heritage. The construction of internal divisions does not harm the existence of a building. For example, in railroad warehouses, exterior restoration may not be applied to the interior, but ephemeral divisions such as drywall may be utilized. One country that has already taken this initiative is Ecuador, which built the San Tola Housing Complex in its historic center by Taller General. This involved revitalizing the facade and creating internal divisions. The preservation of heritage resources is often hampered by a lack of budget and public and governmental interest. However, what if the heritage could be reused for housing purposes? Residents themselves could benefit and contribute to its use. This raises the question of whether equity can be used as a solution to the housing shortage on a global scale. In Brazil, current legislation focuses on heritage as cultural enjoyment, neglecting the population's housing needs. Brandi argues that heritage must be used, and to be used, it must meet the needs of a group. Considering heritage as housing can solve the housing shortage for refugees and address the problems associated with limited housing policies and construction issues. It is known that the reuse of buildings can save up to 30% of the costs of a new construction, which is an important factor in the cost-benefit analysis of using heritage for housing purposes. The limitations of this initiative are related to specific regulations and the lack of typologies that employ this relationship.Thinking about heritage as part of housing, collective or individual, is solving problems, considering that many works subject to ruin, and which are listed, already shelter within their walls people in need of help, as is the case of residents in street situation. Thus, although rehabilitation is often disregarded in relation to public policy alternatives, it is an option to be considered, in relation to possible solutions to the large housing deficit, especially for low income. This type of application presents the solution to the low-income housing deficit by establishing possibilities for collective housing, as in the case mentioned, aiming to solve deficits and guarantee the maintenance of properties by promoting their use. Considering heritage as part of housing, whether collective or individual, can solve problems. Many historic buildings at risk of ruin and listed for preservation already house people in need, such as homeless people. It is clear that assets can be consolidated into housing through rehabilitation or readaptation of the space. Emerging needs and resource utilization need to be considered. This is a necessary solution not only for housing, but also to meet the increasingly frequent demands of human society. Considering socially vulnerable people and refugees, heritage rehabilitation becomes a viable solution.
