Summary
Paraty and Ilha Grande were key colonial locations where ancient communities such as “quilombos”, native Indians and fisherpeople and farmers families and larger groups still experience and live in their original places, and slowly incorporated new tourism and commercial activities. Ilha Grande and Paraty are favorite destination located between the towns of Rio de Janeiro and São Paulo, putting pressure on locals to adapt to new times. Both offer travel in time experiences, outdoor water and land activites, culinary experiences, top accommodations and cultural events and experiences all year round. Local inhabitants are faced with severe legal environmental, residential and commercial restrictions where many may not be able to even get public utilities such as landline electrical lines, just solar cell panels. Oil exploitation in deep seas in the State of Rio de Janeiro result in royalties for Brazil and the increase in tourism came with the WHS nominations. Both places face increase in violence and crime rates, lack of infrastructure of drinkable water, powerlines and green energy solutions, sewage and waste treatment, especially in the most distant and poorest areas. To avoid the “Barcelona effect” of “tourist-avoidance and overdose”, the challenge is to leverage best practices of other WHS where poverty lived next door to nature and historical buildings, to build a new idea of what could be our future. We will evaluate more closely three legal and practical issues in the municipality of Paraty: 1) ownership of the land, 2) use of the land and natural resources, and 3) the well being of the population. We will discuss how the gap between what´s expected as international standards for both natural and cultural WH Sites and the local view of such opportunities in the short and long terms. Time permitting, we will discuss examples of successful public and private initiatives and oceanfront projects and ideas for the region.
