Disaster and Conflict Resilient Heritage - Cultural heritage is increasingly vulnerable to disasters and conflicts and subject to rapid destruction, as evidenced by the recent fires, floods, earthquakes and escalating armed conflicts in different parts of the world. At the General Assembly 2023 in Sydney, ICOMOS Advisory Committee approved the theme of “Disaster and Conflict Resilient Heritage - Preparedness, Response and Recovery” as the theme for the Triennial Scientific Plan 2024-2027. In keeping with the spirit of open, innovative, constructive intergenerational dialogue, and the strategic focus, this sub-theme will address the suitability of the Venice Charter with the theme of disaster and conflict-resilient heritage, emphasizing its broader implications for heritage discourse, development models, and resilience strategies.

Summary
Este resumo propõe debater a constante exposição a riscos e os desafios à preservação do patrimônio mundial de Ouro Preto. A pesquisa parte das conceituações sobre patrimônio mundial em perigo e das noções de risco interpretadas no contexto da sociedade contemporânea, a fim de refletir em torno das possíveis ameaças e estratégias de controle. É discutida a salvaguarda de Ouro Preto a partir do ano de 1980 estendo as reflexões até o ano de 2023 para pensar o cenário mais recente. Como questão de destaque, aborda-se o estado de conservação do sítio e de sua relação com os instrumentos da política urbana. Entre os riscos elencados com especial preocupação coloca-se os riscos geológicos, tendo em vista o crescimento desordenado atrelado a ocupação dos morros circundantes assim como as vulnerabilidades decorrentes dos vestígios da mineração - elementos estes que agravam ainda mais a condição de terrenos já suscetíveis a movimentos de massa. Outro ponto de atenção se concentra no risco de incêndio urbano devido às características construtivas do sítio colonial capazes de propiciar a propagação do fogo, principalmente por conta dos materiais empregados, das edificações geminadas e das restrições ao combate pelas limitações do espaço urbano. Para traçar relações entre as discussões técnicas e teóricas levantadas e as práticas vivenciadas na cidade são feitas também entrevistas e aplicação de questionário. Desse modo, a pesquisa de campo realizada evidencia as problemáticas que envolvem a comunidade local e os órgãos de proteção, revelando assim diversas percepções. This abstract proposes to discuss the constant exposure to risks and the challenges to preserving the world heritage of Ouro Preto. The research is based on concepts about world heritage in danger and notions of risk interpreted in the context of contemporary society, in order to reflect on possible threats and control strategies. The safeguarding of Ouro Preto from the year 1980 is discussed, extending the reflections until the year 2023 to consider the most recent scenario. As a prominent issue, the state of conservation of the site and its relationship with the instruments of urban policy are addressed. Among the high risks of particular concern are geological risks, given the disorderly growth linked to the occupation of the surrounding hills as well as the vulnerabilities arising from the traces of mining - elements that further aggravate the condition of land already susceptible to movements. Another point of attention focuses on the risk of urban fire due to the construction characteristics of the colonial site capable of promoting the spread of fire, mainly due to the materials used, the semi-detached buildings and the restrictions on fighting due to the limitations of urban space. To draw relationships between the technical and theoretical discussions raised and the practices experienced in the city, interviews and a questionnaire were also carried out. In this way, the field research carried out highlights the problems that involve the local community and protection bodies, thus revealing different perceptions.
