Disaster and Conflict Resilient Heritage - Cultural heritage is increasingly vulnerable to disasters and conflicts and subject to rapid destruction, as evidenced by the recent fires, floods, earthquakes and escalating armed conflicts in different parts of the world. At the General Assembly 2023 in Sydney, ICOMOS Advisory Committee approved the theme of “Disaster and Conflict Resilient Heritage - Preparedness, Response and Recovery” as the theme for the Triennial Scientific Plan 2024-2027. In keeping with the spirit of open, innovative, constructive intergenerational dialogue, and the strategic focus, this sub-theme will address the suitability of the Venice Charter with the theme of disaster and conflict-resilient heritage, emphasizing its broader implications for heritage discourse, development models, and resilience strategies.

Summary
This summary proposes as problems (I) the preservation of monumental heritage of Miguel Burnier by megamining companies and (II) its possible consideration as a resilient heritage. The thirst for silver, gold and violence in the service of greed is what, definitively, since the 16th century, forged the material and symbolic bases of the modern hegemonic regime of domination (Machado Aráoz, 2020). Since then, a chain of disasters has been overlapping each other, normalizing what should be considered states of exception. By demonstrating how megamining companies interacted with the community of Miguel Burnier, a district of Ouro Preto drastically impacted by mining, it is possible to identify over the last two decades the spread of a socio-environmental disaster that, although not not being as extensive as the disaster caused by the colonial invasion and not being radically punctual like the rupture of a tailings dam, also causes severe deterritorialization and compromises to the community's ways of life. Such a disaster is an expression of the logic of the coloniality of Nature, which fragments the environment (which includes cultural heritage). In this logic, only certain components, such as iron ore and monumental heritage, are considered useful for extractive purposes, while the way of life of certain communities is succumbed by impacts caused by megamining companies, which neglect the intangible expression of heritage cultural. From this perspective, a critique of the concept of resilient heritage is proposed, addressing a heritage that survived in its materiality but was violated in its immateriality, with the invisibility, concealment, and segregation of local residents. This critique demonstrates the possibility that, even if it could be considered resilient, this heritage is liable to be converted into a monument of mineral barbarism, serving as an instrument for legitimizing a state of exception.
