About the event

Welcome

Welcome to the 3rd International Forum on Clinical Research and the 5th International Summit on Precision Public Health of the Genomas Brasil Program.

The Ministry of Health of Brazil, through the Department of Science and Technology of the Secretariat of Science, Technology and Innovation in Health (Decit/SCTIE/MS), will hold the 3rd International Forum on Clinical Research (III FIPClin) and the 5th International Summit on Precision Public Health of the Genomas Brasil Program  (V GenBR Summit). This year, the events will be jointly organized and will serve as a scientific and technical forum for dialogue, knowledge exchange, and national and international collaboration in the fields of clinical research, genomics, and precision public health.

By bringing together the 3rd FIPClin and the 5th GenBR Summit, the Ministry of Health strengthens the integration of research, innovation, and healthcare practice. The initiative aims to expand access to knowledge, foster collaboration among institutions, and contribute to translating scientific evidence and innovative technologies into public policies and practical solutions capable of promoting a more equitable, sustainable, and resilient Unified Health System (SUS), prepared to address the country's epidemiological and demographic challenges.

The program will bring together representatives from the Ministry of Health, research institutions, the scientific community, industry, and civil society to discuss advances, challenges, and opportunities related to scientific and technological development in health. This integrated event seeks to connect strategic fields for the country, promoting the exchange of experiences, the development of partnerships, and the creation of solutions aligned with the health needs of the Brazilian population.

Objectives

  • Strengthen collaboration and the development of clinical research, genomics, and precision public health in Brazil;
  • Promote discussion on scientific, technological, regulatory, and healthcare advances relevant to the SUS;
  • Foster the exchange of experiences and the consolidation of intersectoral and international partnerships;
  • Highlight the role of the National Clinical Research Program and the Genomas Brasil Program in promoting innovation, equity, and national scientific sovereignty.

About the National Clinical Research Program (PPClin) and the Genomas Brasil Program

The National Clinical Research Program (PPClin) and the National Genomics and Precision Public Health Program (Genomas Brasil) are strategic initiatives coordinated by the Department of Science and Technology of the Secretariat of Science, Technology, Innovation and the Health Economic-Industrial Complex of the Ministry of Health (Decit/Sectics/MS). Both programs aim to strengthen science, technology, and innovation in health throughout Brazil.

The PPClin was established by Ministerial Ordinance GM/MS No. 11,028 of May 6, 2026, and seeks to expand the national capacity for conducting clinical research, strengthen research infrastructure and workforce qualifications, improve the regulatory environment, and reduce regional inequalities in this field.

The Genomas Brasil Program, established by Ministerial Ordinance GM/MS No. 1,949 of August 4, 2020, and updated by Ministerial Ordinance GM/MS No. 6,581 of January 29, 2025, promotes scientific, technological, and industrial development in genomics and precision public health. The program also supports national industry, workforce training, and research initiatives applicable to the SUS that consider the ethnic and cultural diversity of the Brazilian population.

Together, these programs contribute to generating evidence, developing health technologies, and strengthening Brazil's research and innovation capacity, with the goal of improving healthcare delivery within the SUS.
