Resumo

This study aims to analyze the floods that occurred in Rio Grande do Sul in 2024 from the perspectives of ecological economics and environmental ethics. It argues that these events cannot be understood solely as natural phenomena, but as results of historical and structural choices associated with inadequate land use, disordered urbanization, and the prioritization of immediate economic interests. It highlights that the most vulnerable people, and consequently those most exposed to extreme weather events, tend to feel these negative impacts more intensely. The reflection is based on authors such as Daly (1977; 1991), Acselrad (2004), Beck (1986), and Bauman (2000), emphasizing the need to rethink the limits of economic growth, social vulnerability, and the role of post-normal science in the formulation of public policies. It is argued that addressing such disasters requires an integrated approach that combines science, ethics, and social participation, guided by values of environmental justice, ecological sufficiency, and collective responsibility. It is concluded that only through the incorporation of ethical and ecological principles into urban planning and public policies will it be possible to build more resilient and sustainable communities in the face of socio-environmental risks, bringing benefits to all.
