Resumo

Food security has re-emerged as a central element of national preparedness strategies, prominently featured in Norway’s security and contingency planning. Despite global commitments to eradicate hunger, food systems are widely regarded as fragmented and vulnerable, with governance mechanisms struggling to address systemic challenges. This study examines how Norwegian food security policies are operationalized within broader food system governance frameworks and their alignment with global norms such as the UN Sustainable Development Goals. The research combines a systematic literature review with qualitative policy analysis. The review synthesizes recent scholarship on food system governance, focusing on theoretical frameworks, governance models, and transformation pathways. Empirical analysis centers on Norwegian policy documents and strategies, applying discourse analysis and regime theory to explore how concepts such as food security, self-sufficiency, and sovereignty are framed and contested. Preliminary findings indicate that Norwegian policies maintain a strong rhetorical link between food security and self-sufficiency, reflecting tensions between protectionist strategies and global trade liberalization. The study identifies lock-ins and path dependencies that constrain systemic transformation and limit adaptive capacity.
