Resumo

This study analyzes the challenges of food supply and Food and Nutritional Security (FNS) in the urban area of Santarém, in the state of Pará, Brazil, based on an analysis of production chains. It highlights the global-local dynamic that shapes the municipal food environment, examining the intersection between traditional supply (municipal fairs and short chains) and the growing presence of large cash-and-carry retailers linked to global food chains. Historically, the supply in Santarém was sustained by fairs and public markets, connecting family farming, artisanal fishing, and products from sociobiodiversity. Studies on initiatives such as the Food Acquisition Program (PAA), the National School Feeding Program (PNAE), the Mesa Brasil/Sesc program, and local fairs indicate that these short circuits are strategic not only for commercialization but also for distribution, valorization of local products, and mitigation of food insecurity. However, starting in the 1970s, with Brazil's adoption of a global productive model focused on large-scale export, the local food system underwent a transformation. The expansion of cash-and-carry and national and international retail chains introduced a new logic. These global chains lengthen the distance between producer and consumer, flooding the food environment with ultra-processed products. This configuration is associated with the worsening of FNS problems and the confirmation of food "deserts" and "swamps" in the city, as diagnosed by the Alimenta Cidades platform. The identification of these chain dynamics reveals that the challenges are not limited to the number of sales points but to the structure and underlying logic of the supply system. Therefore, proposing the strengthening of short marketing chains stands as a central strategy to promote food security and more sustainable food systems in Santarém, reconfiguring its food environment based on a territorial and local logic.
