Abstract

5. Disaster and Conflict Resilient Heritage - Cultural heritage is increasingly vulnerable to disasters and conflicts and subject to rapid destruction, as evidenced by the recent fires, floods, earthquakes and escalating armed conflicts in different parts of the world. At the General Assembly 2023 in Sydney, ICOMOS Advisory Committee approved the theme of “Disaster and Conflict Resilient Heritage - Preparedness, Response and Recovery” as the theme for the Triennial Scientific Plan 2024-2027. In keeping with the spirit of open, innovative, constructive intergenerational dialogue, and the strategic focus, this sub-theme will address the suitability of the Venice Charter with the theme of disaster and conflict-resilient heritage, emphasizing its broader implications for heritage discourse, development models, and resilience strategies.

Summary
This paper deals with the research and extension project called "Development of Participatory and Collaborative Projects with the community of the Santa Rita Durão district" in the municipality of Mariana. The project, in its initial stage, aims to deal with the compensatory measures resulting from the licensing of mining activities in the region, which is part of the territorial ensemble affected by the disaster caused by the collapse of the "Fundão" Dam, which occurred on November 5, 2015 in the subdistrict of Bento Rodrigues, 35 km from the center of the municipality of Mariana, Minas Gerais. A mining tailings dam controlled by Samarco Mineração S.A., a joint venture between mining companies Vale S.A. and BHP Billiton, collapsed. In November 2023, the district of Santa Rita Durão experienced an emergency situation due to instability in the sterile piles PDE Permanente I, PDE Permanente II and PDE União Vertente Santa Rita, which created a risk of the Fábrica Nova Mine dam overflowing. The risk of losing important references to the historical heritage of the Mariana region is significant, since the district is home to the churches of Nossa Senhora do Rosário and Nossa Senhora de Nazaré, both built in the 18th century (INSTITUTO ESTADUAL DO PATRIMÔNIO HISTÓRICO E ARTÍSTICO DE MINAS GERAIS, 2014), an important time in the history of gold mining in the region. Another highlight of historical importance is Fazenda da Cata Preta, which contains the original gold mining infrastructure of that time. This site of interest is located in an area adjacent to the flood zones projected in the event of the Fábrica Nova Mine dam bursting. This situation demands special attention and the development of specific preservation strategies, and the aforementioned extension project presents the start of studies into the demands of protecting this heritage site with the aim of enhancing the territory and its potential so that possible impacts of future disasters can be mitigated. In this sense, in line with the theme "Disasters and Conflict Resilient Heritage", the project aims to develop strategies to increase the resilience of the Santa Rita Durão district's heritage with the local community, through the incorporation of its multiple historical values, using participatory processes involving the Santa Rita Durão Residents' Association.
