Summary
The Venice Chart written in 1964 is an important chart for the development of the concept of cultural heritage. It advocates for a broad definition of historical monuments, encompassing not only individual buildings but also larger areas and 'modest' structures with cultural value. The Charter emphasizes the significance of preserving the context and environment surrounding monuments, asserting that a monument is inseparable from its setting and that a comprehensive conservation plan must consider both the building and its surroundings. This landmark document laid the foundation for the modern concept of urban heritage conservation, influencing global heritage practices and policies. In the context of Belo Horizonte, the principles of the Venice Charter (along with other charts) have based the heritage protection laws that emphasize the preservation of urban sets and ambiences. This article examines the relevance and applicability of these principles to the preservation of urban ambiences in the pericentral neighborhoods of Belo Horizonte, focusing on Anchieta and Cruzeiro. These neighborhoods, located in the South Central region, have been occupied since the early 20th century. Despite their historical significance, Anchieta and Cruzeiro have faced aggressive real estate development since the 1990s. This development trend has led to verticalization and a shift in building typologies, resulting in the demolition of many historically valuable houses. These houses have been replaced by residential buildings, leading to a transformation of the urban landscape. The loss of these historical structures has not only impacted the architectural heritage of the area but also eroded the historical character that the Venice Charter seeks to protect. However, in a study of the architectural heritage in these two neighborhoods we were able to identify some groups of original houses that have resisted the vertical process. These clusters offer a glimpse into the past and retain a portion of the neighborhoods' original character. The research focused on these clusters to verify whether they still preserve their historical ambience, despite the extensive changes and the lack of formal protective measures. This research was done by a bibliographical research about its history, as well as a diagnosis of the current situation, field visits, a variety of mappings, and analysis of the urban law and the heritage protection instruments.Through this analysis, the article aims to determine the current state of these historical enclaves and the effectiveness of the existing preservation efforts. Furthermore, the article explores the challenges and opportunities associated with applying the Venice Charter's principles in a rapidly changing urban environment. It discusses the tension between development and preservation. By examining the case of Anchieta and Cruzeiro, the article sheds light on the broader implications for heritage conservation in pericentral neighborhoods. In conclusion, this article emphasizes the relevance of the Venice Charter in guiding heritage conservation policies. It calls for a renewed commitment to preserving the historical ambience of Belo Horizonte's pericentral neighborhoods, advocating for policies that recognize and protect the intrinsic value of these urban environments.
