Disaster and Conflict Resilient Heritage - Cultural heritage is increasingly vulnerable to disasters and conflicts and subject to rapid destruction, as evidenced by the recent fires, floods, earthquakes and escalating armed conflicts in different parts of the world. At the General Assembly 2023 in Sydney, ICOMOS Advisory Committee approved the theme of “Disaster and Conflict Resilient Heritage - Preparedness, Response and Recovery” as the theme for the Triennial Scientific Plan 2024-2027. In keeping with the spirit of open, innovative, constructive intergenerational dialogue, and the strategic focus, this sub-theme will address the suitability of the Venice Charter with the theme of disaster and conflict-resilient heritage, emphasizing its broader implications for heritage discourse, development models, and resilience strategies.

Summary

The sociotechnological disaster caused by the rupture of the dam at the Córrego do Feijão Mine, owned by the company VALE S.A., in the municipality of Brumadinho-MG (2019), beyond the human and environmental losses, also generated economic, social, and emotional damages for the affected population. As a result of the ongoing action by civil society, in 2021 the State Policy for those Affected by Dams (Peab) was established, which ensured that the state provides social assistance to people affected by dams from their conception to the final phase known as decharacterization. Since then, in the regions affected by the effects of the mud and its contaminating agents, support services have begun to provide numerous services, including informed communication, legal assistance, and, primarily, the identification and safeguarding of the memory elements of the affected communities. This article aims to present and characterize the products developed to mitigate the destructive effects generated by the dam breach in Brumadinho, as well as to indicate the effective returns to the population in the affected areas and the challenges to the development of planned actions alongside the public sensitized by the disaster. This research will use documentary research as the methodological means of data collection, as well as bibliographic research to provide a characterization of the context and the object of study. Interviews will also be conducted to characterize the impacts of the activities of support services within the cultural scenario of the communities. This study is justified by the limited knowledge and recognition of technical support practices for the construction of more participatory public policies, especially in the cultural thematic scope.
