Summary
This article addresses the preservation of built cultural heritage within historic or traditional urban ensembles of heterogeneous production in the face of conflicts related to urban land densification through verticalization. Vertical interventions, such as the implementation of towers in contexts of listed horizontal buildings within protected urban areas, can significantly alter the local ambiance and the surroundings of cultural assets. In this context, design parameters such as height, site layout, setbacks, visibility, and surface treatment are critical determinants of the final built outcome of the intervention. In the Municipality of Belo Horizonte, Minas Gerais, Brazil, the Deliberative Council of Cultural Heritage (CDPCM-BH) is the body responsible for approving guidelines and intervention projects on built heritage. Established by Municipal Law 3802/84 on July 6, 1984, the CDPCM-BH has the role of reconciling conflicts of values and interests regarding the territory, addressing public, private, preservation, and real estate market interests directly. This article hypothesizes that the CDPCM-BH's actions contribute to the technical adequacy of intervention projects, aiming to achieve design harmony in the insertion of contemporary volumes on plots with pre-existing buildings. In this sense, we view heritage councils as public forums for debate, negotiation, and valuation in the field of heritage preservation, developing intersubjective processes of meaning attribution and deliberation on preservation and intervention methods. The objective of this article is to understand how the Deliberative Council of Cultural Heritage of the Municipality of Belo Horizonte deliberates on the issue of verticalization in protected urban ensembles within the city's central area, delimited by Avenida do Contorno. Through the analysis of three approved and constructed vertical intervention projects, we discuss the criteria and values established by the CDPCM-BH for the approval process of these projects. Analyzing this subject throughout the council's historical performance (1984-2024) allows us to understand the changes and continuities in the council's understanding of the verticalization phenomenon. Thus, we outline a trajectory marked by different periods in which the council established specific sets of values and criteria that influenced the built form of approved intervention projects in the city's central area.
