Summary
Historical towns, heritage, continuity. Contradictions and connections in theory and practice When reviewing theoretical, scientific and practical aspects of the Venice Charter in the context of the preservation of the built heritage: urban construction, buildings and their parts, we have to conclude that built heritage, especially cities - world heritage sites - are closely related not only to the preservation of their built environment, but to a large extent in today's global conditions, a big challenge is to preserve, continue and ensure their viability in the context of local culture. A challenge is to preserve, continue and ensure their viability in the context of local culture. Preservation of towns as living heritage can be viewed as a reflection of local culture. Considering the cultural manifestations that must be preserved, it is not possible to simply implement what is mentioned in the Venice Charter about: “must bear a contemporary stamp and must be distinguishable from the original so that restoration does not falsify the artistic or historic evidence”. Emphasis is placed on the often discussed: must integrate harmoniously with the whole. The charter can be read together not only with the Nara Document on Authenticity of 1994 and the Faro Convention of 2005, but also with the Intangible Heritage Convention of 2003, which clearly defines the importance of the continuation of craft skills. Such a world heritage site from 2023 is The Old Town of Kuldiga, located in the western part of Latvia. The town of Kuldiga is an exceptionally well-preserved example of a traditional urban settlement, which developed from a small medieval hamlet into an important administrative centre of the Duchy of Courland and Semigallia between the 16th and 18th centuries. In Kuldiga the development of theoretical practices and their provision in practice takes place, e.g., in the context of the New European Bauhaus - beautiful, sustainable, inclusive, as well as in the context of the spirit of the place and intangible heritage - continuation of cultural and craft skills. These components are evaluated in town preservation and continuation strategies, management plans, urban spatial environment, and architectural designs. The goal of conservation and restoration is seen in the context of towns as carriers of living heritage and therefore culture. Dr.arch. Jana Jakobsone, asoc.prof.
