Summary
In 2010 the UN General Assembly recognized the human right to water and sanitation. This was a great step towards more social justice and safeguard of existential livelihoods. Water is the basis of sustainable development and reduction of poverty. Economic, social and environmental development efforts are essential to realize the rights to water for all people, but also the other way around; implementation of the right to water is imperative to achieve sustainable development. The paper elaborates on the meaning of the recognition of the right to water and sanitation. Several states have made new laws to implement these human rights. Still 748 Million people lack access to clean drinking water and 2.5 billion people lack sanitation facilities. Some countries have a high developed municipal and public services sector providing good quality water and sanitation for all. Municipalities and water operators play an essential role in the realization of these human rights. What difference does it make if the human right to water is taken up in constitutions or national laws? How does it affect service providers and how do governments implement these human rights? This paper analyses policies and practice in the interface of the right to water and the public, social and solidarity economy.
